David Rider Smith recently joined the United Nations Joint Inspection Unit Secretariat as a team leader and senior evaluation and inspection officer, where he will lead on driving up quality and rigour of the JIU studies, as well as supporting the inspectors on a range of specific system-wide studies. 

He joined the JIU from leading on performance measurement and evaluation of the CGIARâ??s global research program on water, lands and ecosystems: a 12-year 11-CGIAR centre half billion USD research program focused on understanding how to improve agriculture productivity increases while not undermining environmental sustainability across major global river basins. In addition, David was hired by the CGIAR consortium (as part of a team of three) to development a core set of cross-CGIAR reporting indicators, disaggregates and guidance to be used across the entire system of over US$1billion of research funding. 

Previously, David was at the UK Department for International Development where he was Acting Head of the Capacity and Quality Group in its Evaluation Department based in UK (2012-14), he was also in charge of DFIDâ??s support to CLEAR, was a board member of the initiative, and worked closely with the AA-CLEAR center commissioning and working with the country studies on the demand and supply of evaluation in SSA countries. He led the preparation of DFIDâ??s evaluation policy and strategy, and chaired the OECD DACâ??s task force on evaluation capacity development, as well as being a senior evaluation adviser for DFID Uganda running a number of impact evaluations as well as establish quality assurance mechanisms for results monitoring.

Prior to joining DFID in 2012, he worked for five years in the Uganda Bureau of Statistics and the Office of the Prime Minister in Uganda as an advisor to the Government, where he designed and implemented the public sector-wide Government Annual Performance Report, strengthening district statistics and setting up the Government Evaluation Facility. He has previous worked as an evaluation specialist in the Evaluation Office of UNDP, as a researcher at the Natural Resources Institute, and as a survey manager for USAID-supported programmes in Mozambique. His academic background is in geography, sociology and development economics.
